A raccoon named Olivia travels all the way to Ottawa, along with a group of young Canadians, to tour Parliament Hill. Things get out of control along the way. With a pounding headache, Olivia tries to get away. She stumbles upon a secret room where she finds past Prime Ministers eating poutine. She ends up learning the most important lesson of all.
This story seeks to teach children there are limits to their rights under the Canadian Charter of Rights and Freedoms. Section 1 of the Charter, often referred to as the “reasonable limits clause” or “limitations clause,” not only guarantees the rights and freedoms in the Charter, it also allows the government to limit individuals’ Charter rights.
La Charte pour les enfants introduces children to the basic principles of the Canadian Charter of Rights and Freedoms. Each story is set in a different province or territory of the country and each addresses a different right or freedom in the Charter. The series seeks to empower children by providing them with a basic awareness of their rights and by fostering a respect for the fundamental values that Canadians cherish.
